产品销往俄罗斯，需要在俄罗斯后才能在当地出吗

现今有一个俄罗斯的客户想在本国我公司的产品（影像测量仪&投影仪）。
如今遇到一问题，对方说我们的产品必须要在他们国家，他们才可以出给其他公司，否则只限于私人购置使用。 请教各位大侠有此类事情吗，或是有遇到过类似的情况
